域名轉(zhuǎn)出注冊(cè)商時(shí)必須向原注冊(cè)商索取到 轉(zhuǎn)出密碼（auth-code）才能進(jìn)行。像Godaddy等國(guó)外注冊(cè)商，普通在控制面板上就能夠直接點(diǎn)擊一個(gè)按鈕發(fā)送auth-code到域名所有人的郵箱之中，國(guó)內(nèi)的注冊(cè)商普通都沒(méi)有自由獲得轉(zhuǎn)出密碼的功能，需要聯(lián)絡(luò)注冊(cè)商或之前注冊(cè)域名的代理商，人工索取轉(zhuǎn)出密碼，或提出要進(jìn)行域名遷出。這樣原注冊(cè)商普通會(huì)給出相應(yīng)的處理環(huán)節(jié)。

如果原來(lái)是通過(guò)萬(wàn)網(wǎng)、新網(wǎng)等注冊(cè)商的代理商購(gòu)買的域名，如果代理商不給轉(zhuǎn)出密碼，能夠先向萬(wàn)網(wǎng)等 注冊(cè)商直接投訴，如果注冊(cè)商也不配合處理再向ICANN、CNNIC等注冊(cè)局投訴。

按照域名相關(guān)管理機(jī)構(gòu)的規(guī)定（ICANN域名轉(zhuǎn)出政策），原注冊(cè)商不能擅自拒絕或限制域名的遷出，也不能以任何名義對(duì)域名遷出額外收取費(fèi)用； 如果原注冊(cè)商以種種名義阻攔域名遷出或要求對(duì)域名遷出收費(fèi)的，

域名持有者能夠按照以下方式進(jìn)行投訴；

國(guó)內(nèi)域名投訴方式： 投訴郵箱為supervise@cnnic.cn，投訴電話為010-58813000

（國(guó)內(nèi)域名轉(zhuǎn)出，部分注冊(cè)商要求郵寄轉(zhuǎn)出申請(qǐng)表、身份證、營(yíng)業(yè)執(zhí)照復(fù)印件等資料才給轉(zhuǎn)出密碼。針對(duì)這種故意阻止轉(zhuǎn)出的行為，能夠聯(lián)絡(luò)CNNIC進(jìn)行投訴投訴郵箱為supervise@cnnic.cn，投訴電話為010-58813000 。 投訴郵件中請(qǐng)注明你的域名，并附上身份證、營(yíng)業(yè)執(zhí)照掃描件等資料，以便證明你是該域名的所有者，并且用域名所有者的郵箱來(lái)發(fā)郵件。目前萬(wàn)網(wǎng)、西部數(shù)碼等注冊(cè)商不要求郵寄原件，直接在線上傳資料即可轉(zhuǎn)出域名，其他部分注冊(cè)商要求郵寄原件以阻攔轉(zhuǎn)出）

一、登錄ICANN官方網(wǎng)站轉(zhuǎn)出表單提交投訴ICANN投訴網(wǎng)址：http：//www.icann.org/en/resources/compliance/complaints/transfer/form

1、填寫基礎(chǔ)信息，標(biāo)注*號(hào)的為必填 * Name 姓名，必須填寫Organization(if any) 組織機(jī)構(gòu)，非必填。* Email address必須填寫電郵地址方便注冊(cè)商（regestrar）聯(lián)絡(luò)，必須用whois信息中域名所有人的郵箱。Phone number(optional) 填寫電話號(hào)碼，非必填。* Domain name必須填寫 投訴的域名，如abc.com ，留意不用填www. （上圖示例有錯(cuò)）。 此處只能填寫單個(gè)，提交時(shí)系統(tǒng)會(huì)自動(dòng)查詢注冊(cè)商

二、大約1-5天內(nèi)，即可收到注冊(cè)商的回復(fù)郵件。普通情況，域名注冊(cè)商直接提供域名的轉(zhuǎn)出授權(quán)碼。如遇到原域名注冊(cè)服務(wù)商阻攔，能夠再次向ICANN投訴。投訴間隔普通最長(zhǎng)不超過(guò)7天，最短不要小于2-3天，需要關(guān)注注冊(cè)商工作時(shí)間，防止非工作時(shí)間處理延時(shí)。若5天后沒(méi)有收到密碼能夠按照以下模板繼續(xù)申請(qǐng)：HelloThis is the second complaint letter sent.I registered my domain mydoname.com （注冊(cè)域名）at xxx（注冊(cè)商，whois中Registrar）. 三、關(guān)聯(lián)百科•域名所有人名稱初期填寫錯(cuò)誤是能夠修改的，所有人電子郵件地址必須是正確可用的。•啟用域名whois信息上所有人或管理人的郵箱地址填寫報(bào)告或投訴，以此證明管理身份。•獲得到轉(zhuǎn)出密碼要及時(shí)轉(zhuǎn)出，如果域名被鎖定（lock 或 hold狀態(tài)），時(shí)間過(guò)了轉(zhuǎn)出密碼也會(huì)失效。•auth-code是域名授權(quán)碼，即通常說(shuō)的轉(zhuǎn)出密碼，不等同于域名管理密碼。

四、屬于合理拒絕的情況： •欺詐行為的證據(jù)•一致域名爭(zhēng)議解決政策（UDRP）處理 •法庭或仲裁機(jī)構(gòu)作出的裁定•合理授權(quán)轉(zhuǎn)讓人存在爭(zhēng)議•域名持有人初期注冊(cè)費(fèi)用欠款 •域名持有人提交了書面異議 •域名是“鎖定”狀態(tài)（需登記名稱持有人提供合理原因解除鎖定狀態(tài)。） •域名初始注冊(cè)時(shí)間未滿60天或剛轉(zhuǎn)出未滿60天。
